Dr, it's pourin rain, the river's risen, this will keep you busy for a
bit.

Unload bail.
Remove bail spring cover.
Hold spring in place and cock bail. If the 'bail spring shaft' does not
contact the 'bail arm' for its full length you have found the problem.

Cure:
Remove spring, bail spring shaft and bail arm from the housing. I didn't
take the bail
off of the other side of the rotor.
You will need a set of needle files.
There is a finger in the bail housing that is part of the rotor. You
must file a flat on
the tip of this finger ( 'A' on picture) top to bottom, on the side
toward the bail spring shaft
to provide clearance to allow the bail spring shaft to make full length
contact with the
bail arm when assembled. You may have to re-assemble a couple times to check the fit.
Thoroughly clean away all filings, lightly grease components and assemble.
I also slightly stretched the spring 1/16" for a little extra oomph!
The part names are the names used on the schematic from Daiwa.
I think that covers it.....
